Kabugao is a municipality in the landlocked province of Apayao. It serves as the provincial capital.
The municipality has a land area of 935.12 square kilometers or 361.05 square miles which constitutes 20.77% of Apayao's total area. Its population as determined by the 2020 Census was 16,215. This represented 13.04% of the total population of Apayao province, or 0.90% of the overall population of the Cordillera Administrative Region.
