Rizal, formerly known as Liwan, is a municipality in the landlocked province of Kalinga.

The municipality has a land area of 231.00 square kilometers or 89.19 square miles which constitutes 7.15% of Kalinga's total area. Its population as determined by the 2015 Census was 17,038. This represented 8.01% of the total population of Kalinga province, or 0.99% of the overall population of the Cordillera Administrative Region.
